Alternatively, I can pay 300$ for a year for 50 concurrent user hosted by you guys?

yes, if one year, that's $300.

IF you DO purchase 50 user license with $199, then you can have $10 per month hosting price.

Why purchasing software license?
because 1) with obtaining a license, you can get a cheaper price of the hosting service in a long run.
2) you may start hosting chat by your own once you have a dedicated server or vds/vps.
