Creating an Installer

I am trying to create an installer and I would like to use flash for the visual ablities it gives me. I will need to do the following with my installer:

-Copy files from a CD onto the users system such as HTML files, shortcuts etc.
-Create Start Menu items
-Transfer a username and password to a server.
-Launch external HTML files.
-Determine if the users has drives partitioned.

It looks like I can do this but I think that I would like to hear it from you guys.
