Default config "CentOS" Cannot allocate memory

Hello
I can speak English I use "translate.google"

Let me explain my problem
I tested "123 flash chat 8.2" before purchasing the license with

In 2 words
I have 2 VPS servers
Dedicated to "LWS" = Ok config running "Debian"
And
The other at "1and1" config "CentOS" and is unable to install the server.
If he moved, but I plant my server at startup so reboutage every time.

At first seen memory problem
Funny thing in my LWS and 1 GB 2 GB 1and1

Error message:
TopCMM/123FlashChat8.2/server/./fcserver status
-bash: fork: Cannot allocate memory

Or
Error occurred during initialization of VM
java.lang.OutOfMemoryError: unable to create new native thread

Something else to install it tells me:
Starting The Derby database server is: / 127.0.0.1:10702
Starting the chat server on http: / 0.0.0.0:35555
Installation directory: / TopCMM/123FlashChat8.2

Why "0.0.0.0"? While my server 217.160.235.92

Maybe your memeory is not enough or the java virtual machine memory is not enough.
Please check.

1. This problem may be that our default java heap xmx is too large, which is beyond the maximum memory for user. In this condition, there will be reported “Error occurred during initialization of VM Could not reserve enough space for object heap” or “cannot allocate enough space for thread”, while you have to set java heap by hand. Generally, you can set -Xms32m,-Xmx128m (for several times). If the value of –xms is too small, it will report “Out of Memory”. As the edition allocated with red5, if you find it difficult to start, please close red5.
Xms - sets initial java heap size
Xmx - sets maximum java heap size

Steps:
Open <your installation directory>\server\fcserver.vmoptions, which you’d better make backup copy of, delete the # of –Xmx and then add them in a single line
-xms32m
-xmx128m


2. This problem may be the limitation of memory, that is max memory size (kbytes, -m) but not unlimited.

Hello

I already made it change to "fcserver.vmoptions"
I also disabled the video module in "server.xml"

And still have the problem:
System Resource "NUMPROC" Use -> 96 -> 96 limit
So my server reboot
