Default broadcast one to all

Is there any way of one user broadcasting their video to everyone in the room? Only that person would be able to broadcast, all others would only get to watch.

Doesn't anyone know the answer to this rather simple question?
If someone cannot do this, then is it possible to say, broadcast an mpeg file for example?

I am not sure how this does what I need?
I need one room which allows ONE user to broadcast to everyone in that room. The others would not be able to broadcast their video, only watch the one person who is broadcasting.

At present, you may customize this function, which is not existed in the chat.

There are many option to broad video but this depend on your type of video.

In one-to-all broadcast, one designated node, called source, has a packet which must be sent to all the other processors. It is the simplest and most fundamental collective communication operation. Nowadays, it is a standard component of parallel SW libraries and is supported in HW in many commercial parallel computers. OAB is used in many parallel algorithms, such as vector-matrix multiplication, Gaussian elimination and LU factorization, Householder transformations.
