wishlist: user control whether cam require request or not

It would be great if the users can choose their cams settings. Possible setting options:

1. can be viewed publicly by all
2. require a request to view
3. friends can automatically view but others have to submit a request.

Currently the admin sets whether the cams require a request or publicly viewing but really this should be up to the user to decide how they want their cam published. I have a problem where a lot of users want their cams to be publicly viewed by all while a lot of other users want to select who can view and since the admin can only set it to one a lot of users end up being disappointed.

If bandwidth is an issue for some admins and therefore they prefer not to let the users decide, an option could be added to let the admin decide whether or not to allow the users the choice to manage their cam settings.

This option would be greatly appreciated if it can be added to the chat.
