Extend Admin Welcome For Mods

I'd like to see the admin welcome messages be extended to allow for automated moderator messages also.

I think it's good to also have moderators to automatically announce themselves to new comers especially so that they (the user/chatter) know where to go when they need help with something in a community.

An option could be added to the options to allow general chat moderators to turn it off or even edit/add/delete their messages just like they can edit predefined replies.
