Default Socket communication between two applications

I want to... well the subject kinda says it all but i'll explain anyways .
oh and i dont know is it has been posted here before so please tell me if it has .

I want to make two different applications. One that will send information and one that will recieve it. Everything on One computer. To be more precise i am doing a program that will count the time its been running (it will start when you logg in so it will count the time Logged on) and send this information live (streaming)and in Hours, Minutes and Seconds. Then i want to, with another application, to recieve this information continiously and then display it to the user.

I am not new to swfkit but i still dont undestand more complicated stuff.
Is there an built in windows application that counts the time or will i have to do it with a socket connection (or any other connections) like i explained above ?

I have SWFkit 2.2

You can use the "LocalConnection" object in actionscript or the "PConn" object in ffish script.
