Unlock a file?!

Hi, all
Does anybody know an easy way to unlock a file in file system? The thing is I want to move a file from the internet temporary folder to the folder of the application but it doesnt' happen. But when I just copy, no problem occurs. But no moving. So, I guess the file is locked that's why it doesn't allow to remove the file.
I would really appreciate if anyone can help with this issue.

Some hacking tools can do that. Why do you have to remove the ie cache files?
