fscommand - AS3

I'm converting my project to as3 and am having problems running scripts.

The code I have is in the actual actions window in Flash. It is not a class. When I try to run any fscommand, it doesn't work. For example.

fscommand("ffish_run", "apppath");

I've also tried

ExternalInterface.call("ffish_run", "apppath");


I get no results. I'm sure this is something simple I'm missing but I can't seem to get it.
