Howto: Create *.dll from Visual Studio 2005 / 2008

1: Questions:
i want to know about dll file creation.

How do i know dll by c++ or basic coding from Visual Studio 2005 or Visual Studio 2008?
I am developing for dll-creations. Can you to show me about sample function for calling function by SwfKit 3.x

2. Questions:

Can Projector Window to stay on Background or Desktop - Background? like this AveDesk or Yahoo! Widget Manager? If it does not work than i use with dll File Making?
I know this because projector window stays on Top = No Problems. But on Back?
