File encryption password is not work on win2003 sp2

when set the file encryption password to the application,and then run the application on win2003 sp2 , we found the swf file can not be load. but in others windows OS is OK (include winXP sp1,winXP sp2,win2003 sp1,win vista sp1)..

Is it a bug?

We've tested on windows 2003sp2 and found no problem. So there should be some other reason for the problem.
