It's very hard. It can be called directly in VC or delphi(without registering activex component), so you need to wrap it in another dll created by VC or delphi.

??? ??? ???

The ming.dll is an activex component, why do you want to call it using the Dll object?
It doesn't export a series of functions, but exports several objects that are very hard to be handled by the Dll object.
