SWFKit - Screensaver- Access Denied - WinXP

Can someone direct me to an explination for why a Swfkit generated screensaver will only work with the administrator logged in? All user seem to have the ability to install the screensavers, but users other than the administrator recieve an access denied dialogue box with the title of the box being scr. Now I realize that the scr is screensaver, and that technically only administrator or a power user should have permission to install, but even if the administrator installs the screensaver the user still can't enable the screensaver. Is this a new issue with XP SP2?

Version swfkit10b2 generates a screensaver that doesn't cause the access denied error....
