Macromedia Flash Player Licensing

I know that SWFKit does not charge a licensing fee for distributing programs that use SWFKit. However, I am unclear whether I must follow Macromedia's Flash Player Distribution Program license rules if I am creating a standalone projector. I know that if I install the player, I must follow the agreement, but I am unsure if the temporary use of the .ocx requires following the Macromedia Distribution Program license rules. Any advice would be greatly appreciated.
